I think data-target should be ".navbar-collapse" and you got double <button> there, might delete the one inside

I have deleted the duplicate content and change the data-target to .navbar-collapse

<!DOCTYPE html>
<html>
  <head>
    <title>Ribbit - A Treehouse Project</title>
    <meta name="viewport" content="width=device-width, initial-scale=1.0">
    <link href="css/bootstrap.min.css" rel="stylesheet" media="screen">
    <link href="css/bootstrap-theme.min.css" rel="stylesheet" media="screen">
  </head>
  <body>

    <div class="navbar navbar-inverse navbar-fixed-top">
      <div class="container">
         <button type="button" class="navbar-toggle" data-toggle="collapse" data-target=".navbar-collapse">
          <span class="icon-bar"></span>
          <span class="icon-bar"></span>
          <span class="icon-bar"></span>
        </button>
        <a class="navbar-brand text-muted" href="#">Ribbit</a>
        <div class="collapse navbar-collapse">
          <ul class="nav navbar-nav navbar-right">
            <li class="active"><a href="#">Home</a></li>
            <li><a href="#">About Ribbit</a></li>
            <li><a href="#">Treehouse</a></li>
          </ul>
        </div>
      </div>
    </div>

    <script src="http://code.jquery.com/jquery.js"></script>
    <script src="js/bootstrap.min.js"></script>
  </body>
</html>

I spent all day trying to figure it out,

<button type="button" class="navbar-toggle" data-toggle="collapse" data-target=".navbar-collapse">

Thank you very much for your help ...
