CSS Importance: Order vs. Specificity

Which one wins?

I'd assumed up until this point that the "cascade" was the most important rule to obey in determining what styling prevailed, but after spending enough time in both CSS courses it now seems that specificity may actually be more important. Is there a better way to incorporate both concepts that will help with writing and understanding code?
