Dict Order in JSON diff. to code

Why is the order in the JSON file: last_name, topic, first_name

and in the code: first_name, last_name, topic

A "dict" is by definition an unordered collection, so the order of items in the JSON file is not significant. The code is solely responsible for how the items are displayed.
