Difference between USE vs GLOBAL ?

As title says, what is the difference between this 2 keywords in functional way?

Use defines a closure - it makes a variable defined outside the function accessible within the function. Global makes a variable accessible within ALL functions in ALL files. Global variables should be avoided as much as possible, as they are much more likely to conflict.
