My suggestion is, try a free hosting company for starters and make your WordPress site, but some free hosting companies may not allow WordPress on their host, so look for that option first.

Most free hosting sites will have a subdomain, like yoursite.freehosting.com and some offer domain parking.

However, after you make your site and you want to continue on with making WP sites, go to a paid hosting site. These free hosting sites have a lot of rules and they don't last long.

You can do local Wordpress design & development by installing "Desktop Server" from https://serverpress.com.

I use this all the time and prefer it to working online.

You can choose to make the site on a local server such as MAMP or XAMPP. You make the site and then use a WordPress plugin called "duplicator". Put all your info about your site on the plugin and then send it to a live server. It is best to develop locally, because it is faster to make a site.
