Does CoreAudio not provide objects for playing a sound, if it does why chose AudioToolbox rather than CoreAudio?

I thought that CoreAudio would have included the ability to play sounds in an app. If it does would it not be a benefit to use the Core* frameworks in our apps or is there some other reason AudoToolbox is a better choice. Of course if CoreAudio doesn't work as I expect this question becomes moot.
