Does Foundation need to be installed to use the shortcode plugin? Also, is there a similar plugin for Bootstrap?

Yes, there is a plugin called Easy Bootstrap Shortcode, which is pretty much the same thing but for bootstrap. As for having Foundation installed to use the shortcode plugin. Technically you can still install and use the plugin even if you are not using the framework but things aren't going to be styled properly and some things won't work at all so I don't think you would ever want to do this.
