Email sent via PHPMailer contains the Encoded Characters

For example after using a POST Method on a form I'll filter the input such as

$title = trim(filter_input(INPUT_POST, "title", FILTER_SANITIZE_STRING));

However upon entering special characters that it encodes. These still remain in the email body after sending them.

Title: TTT/%5/^ad' Some ;&#34

Any help would be appreciated.
