I think it may be something with the way the test is written to check for the correct answer, as what you have should work. Try doing it with all caps, and eliminate the extra spaces after the commas, as that seemed to let it work for me.

CREATE TABLE MEMBERS (
ID PRIMARY KEY,
FIRST_NAME,
LAST_NAME,
FAVORITE_ROCK_ID REFERENCES ROCKS(ID)
);
