Error when running artisan migrate:rollback - "Class 'CreateTodoListsTable' not found"

I'm receiving the following error when running: php artisan migrate:rollback:

[Symfony\Component\Debug\Exception\FatalErrorException] Class 'CreateTodoListsTable' not found

I see that sometimes running: composer dump-autoload can sometime solve this problem, however, when I run that command, I get the error:

[RuntimeException] Could not read /home/vagrant/.composer/config.json file_get_contents(/home/vagrant/.composer/config.json): failed to open stream: Permission denied

Thanks for any insight into this problem!
