Fill not working on complex illustrations with pen tool.

Notice after creating complex shapes (like a cartoon) with the pen tool, then applying a fill for the entire thing, there will be some parts left unfilled. Thought it may be due to open paths, but it's not the case. Tried reapplying the stroke on a different layer too, but was a no go. Any advice?

I've only ever seen this happen when it's not closed. Sometimes it's very difficult to find the missing one. Usually it's one of the points where the fill is broken at. Sometimes I try deleting one of the points and then reconnecting it.
