Fill the Layer With color

i follow the steps like in the video to fill the new layer with color but nothing happend!!! i don't know what im doing wrong

Two things that might prevent a fill operation come to mind.

One is if you have an active selection, it will only fill inside the selection. It could be so tiny you don't see it. Be sure you have nothing selected (control-D).

The other thing is if you have "preserve transparency" checked in the fill dialog. Be sure that is NOT checked.
