There's plenty of palettes out there for all sorts of needs, i' s a case of googling round and having a play. I used to collect a few but here's one I found after a quick google search of "css flat colours reference"

You can use any colors for flat design. As long as you limit your colors and use different variations of tints sourcing the same color, and don't use any colors with opacity. If you follow that, then when you embed them as SVG, you won't see any errors : )
