Why font-weight property does not always work?

243,656 PointsWithout seeing the code, I can only speculate. But one reason a property setting might not work is that it has been overridden elsewhere in the CSS by a rule that has higher specificity. It could also be overridden by a rule that occurs later in the file, or in another file that is included after the current one.
A more specific answer for your particular case can be given when you share the code.
