I remember one site that was listed in the Team Treehouse Photoshop class, but now I can't find it!

I'm not sure about quality free tools, as the two are typically mutually exclusive. I would check out Merek Davis' Photoshop textures. Not free, but you get what you pay for. You could also buy his app Mextures which is great for mobile photography and design.
