Was wondering if anyone knows any good free wire-framing tools for websites, responsive design and app development

You could check out Pencil. While not the best alternative out there, it works.

While not free, Balsamiq has a free trial, and its relatively affordable if you decide you want to purchase it.

Yeah i did see that just wanted to see if anyone had any alternatives that are just as good or cheaper

I used photoshop for my most recent (first professional) project and didnt like it. I am very familiar with photoshop for other uses but didnt like it at all for wireframing, I realise thats why they created InDesign but hey ho. Im gonna have a look at balsamiq and check out pencil now too. Also have a look at Moqups.com, is free and I have signed up, but will take some getting used to!
