Loading your site from local link is basically loading it off the file system, which is quite different and faster than loading it from a remote site. Since PageSpeed looks at the loading times for each resource you want to examine it under realistic conditions. Loading locally means you miss out on detecting issues that would become apparent while loading over an Internet connection.
