How are the instructors choosing the positioning/measurement values?

How are the instructors choosing the exact numerical values for percentages, em's, rem's, and pixels for projects?

Does whatever photo or illustrator program they use tell them the values, or is it a skill acquired through trial and error?

Hi, you guessed right. It is a skill you acquire with time. Practice, I would say; don't sweat it. Keep watching the videos and doing the exercises.
