How can I add the .img-responsive class to images inside the_content(); across the theme?

I noticed I can add the .img-responsive class to images inside the_content(); manually, but is there a way to add them across the theme? I have a client that is not comfortable using html.

Basically you want to create a filter in functions.php that gives image elements a class.

I tried this & it worked until the monitor size is at 360px & below. Then there is horizontal scrolling. Please help
