How did Gull know what values to put in to get the color orange rgb(255, 169, 73)?
What if I wanted it to be blue? Where did he get the numbers from?

8,600 PointsI don't know from the video where Gull gets the values for his RGB colours but there is plenty of free resources availible online such as http://www.colorschemer.com/online.html. Here you can convert between RGB/HEX Values and also select colours from a colour wheel.
This information can also be found in a lot of design suites for example Photoshop Colour Picker has multiple colour wheels, the value for HEX, CMYK, RGB, LAB and HSB.

I watched the video and I got the impression that he selected the orange color based on his like for that shade of orange. A Google search can help you find information.
Orange is rgb(255, 165, 0) or #FFA500 so he was not using a pure orange color.

Gull would be the best person to respond to your question. I think the person-tagging method would be best for you.
