Hi Wesley,

Links are created using <a></a> tags. Inside the opening tag should be a href= that links to the page you are linking to. Like this:

    <footer>
        <ul>
          <li>
            <a href="INSERT LINK HERE">
              <img src="img/facebook-wrap.png" alt="https://www.facebook.com/wes.french2">
            </a>
          </li>
          <li>
            <a href="INSERT LINK HERE">
              <img src="img/twitter-wrap.png" alt="https://twitter.com/wesf76">
            </a>
          </li>
        </ul>
      <p>&copy; 2013 Nick Pettit.</p>
    </footer>

Hope this helped :)
