how do you link external js

I added everything and forgot how to link an external link. My code was <script src>"shout.js</script> inside the body and it did not work. Not sure what I did wrong.

index.html
<!DOCTYPE HTML>
<html>
<head>
  <meta http-equiv="Content-Type" content="text/html; charset=UTF-8">
  <title>JavaScript Basics</title>
</head>
<body>
  <script src>"shout.js"</script>
</body>
</html>
shout.js
