How do you make previous images available?

In the video (4:17), previous images are available in a menu labeled 'uploaded'. My menu is different. I have WP version 4.3, and using the downloadable code as of 09/03/2015. How do I make my customizer the same as the video? Here is what my screen looks like: (http://cl.ly/image/3u21210k2K0V/images%20upload%20no%20previous%20image%20select%20avail.PNG)

Doesn't it just take you to the Media Library where you can upload a new image or view uploaded images when you click the Change Image button? It's just a new UI that accomplishes the same thing.

Yes, I'm taken to the media library. However, would ending up in the media library be considered a proper development scenario technique?

Yes it is proper in my opinion because the difference between what you see on the video and what you see on WordPress 4.3 is due to a change in the WordPress core which has changed the UI a little bit. It's not due to any decision made on your end.
