how does the browser calculates an element's total width value

All current browsers use the default: "Width or Height + Padding + Border = Actual Rendered Width or Height" Box Model.

Where as with box-sizing you can confine the padding and border inside the width or height. (This is useful for responsive design that uses percentage values).
