How Spring know the route of the CSS?

We use:

<link rel="stylesheet" th:href="@{/app.css}" />

/app.css seems something like an absolute url...what is the processing the thymeleaf is doing there and how doest it know where to find that file?

That part with th didn't make sense to me either. According to Chrome Tools it simply translate to /app.css Not much of a transformation? I really wish the teachers here were more responsive.
