How to create a png cartoon image?

I was wondering, what program can I use to create animated characters like the one in the javascript game? (For instance, if I wanted add myself as character, how would I create it?)

Any drawing or image editing program could be used, depending on your budget, patience, and graphic skills. On the elegant (and pricey) side you might use something like Adobe Illustrator, and on the other end there's some free tools you can find to download. With patience, you could even do it using something like the "Paint" program that comes with Windows.
