You can create a draggable container by using jQuery UI and the draggable function. See their website documentation for more information: https://jqueryui.com/draggable/

PHP and MySQL have nothing to do with this process itself. You'll need to elaborate on your issue a little further if you're looking to do something with a draggable container.
