how to make a list element

i am trying to put these words into links, but it says my last task which was to put the words contact, about, and, portfolio in a un-ordered list what am i doing wrong?

You would need to put those words inbetween the anchor tags. View Below

It looks like you forgot to put in the double quotation marks in the anchor tags. see below.

    <li><a href="index.html"></a></li>
