You need to add the # symbol and then the ID name that you have given it in the page. So for this example:

<a href="#portfolio">Portfolio</a>

Try adding a #portfolio after the href as shown below.

      <li><a href="#portfolio">Portfolio</a></li>

By adding 'portfolio' after the # symbol, the user will be linked to the 'My Portfolio' section which is defined by the h1's id 'portfolio'.
