HTML page needs a set of common elements?

This might seem like a silly question but why does every HTML page need a set of common elements?

I'll have a crack, it's because this is what defines it as a HTML page, it is a 'Markup Language' that requires structure. I'm going to assume by 'common elements' you mean this layout (I have left out some to minify):

<html>
  <head>
    <title><title>
  </head>
  <body>

  </body>
</html>

Like saying why does PHP have to start with '<?PHP' and end in '?>', because this is what the compiler is looking for to build a page.
