why am I getting an error saying my html tag needs to be after the doctype when t is?

Try moving the comment below the doctype tag. The doctype should always be the vary first tag because it is telling the browser how to interpret everything ells.

The doctype must be at the top of your html code because it tells the browser which version of html your using
