I am missing the page.php file from my childtheme folder?

I think I missed this along the way. Where can I get the file from? Should I copy it from the twentythirteen parent folder?

Yes, any time you need to use a file that exists in the parent, it is typically okay to copy it. That way you can reference the original if something isn't working correctly.
