Hi, i think i don't understand your question properly, but i imagine that you want to load the JavaScript file in to the html code? if that is the case here is how you do it:

insert this line of code in between the body tags at the end of the body it self.

 <script src="shout.js"></script> 

Example on your code:

<html>
<head>
  <meta http-equiv="Content-Type" content="text/html; charset=UTF-8">
  <title>JavaScript Basics</title>
</head>
<body>
 <script src="shout.js"></script>
