I can not get the thin blue line to show when I drop my uiview

I can not get the thin blue line to show when I drop my uiview to make a header in my static detail table view. I have Xcode 8.1 and capitan OS. I cant upgrade the xcode with out sierra. I have followed and double checked every thin for a week . nothing.
