I can't save cookies on localhost?

Just wondering if anyone else has run into this issue? I'm using Chrome and I'm trying to set my cookies to my header, but having no luck.

Does anyone know a workaround?

SOLVED ---- (for me)... i have this issue man and i can not figure it out. the answer was in the notes of another video... i feel like a fool.....
