I don't know how I did it but I completed it in 14 lines of code. And even alerted what needs to be fixed.

function getRandomNumber( lower, upper ) {
  if ( isNaN( upper ) || isNaN( lower ) ) {
    if ( isNaN( upper ) ) {
        throw new Error( "Sorry but " + upper.toUpperCase() + " needs to be numeric." );
  } else if ( isNaN( lower ) ) {
    throw new Error( "Sorry but " + lower.toUpperCase() + " needs to be numeric." );
  } } else {
  return Math.floor(Math.random() * (upper - lower + 1)) + lower;
} }
console.log( getRandomNumber( 500 , 24 ) );
console.log( getRandomNumber( 1, 100 ) );
console.log( getRandomNumber( 200, "eleven" ) );
console.log( getRandomNumber( 1000, 20000 ) );
console.log( getRandomNumber( 50, 100 ) );
