I don't know what is wrong with this code?

I am not sure what is wrong with my code. Maybe I did not clearly understand what the question is asking. I need some help. Thank you.

import pytz

starter = pytz.utc.localize(datetime.datetime(2015, 10, 21, 23, 29))
fmt = '%Y-%m-%d %H:%M:%S %Z%z'

def to_timezone(tz_str): 
  timezone = pytz.timezone(tz_str)
  starter_s = timezone.localize(starter)
  return starter_s.strftime(fmt)

In my PC it said : ImportError: No module named 'pytz'
