HTML HTML Forms Form Basics Create a Form Element

i know this is right but it won't pass it. <form> action="index.html" </form>

this is in the html forms. i'm not sure why it doesn't pass it,

index.html

<html>
  <head>
    <meta charset="utf-8">
    <title>HTML Forms</title>
  </head>
  <body>
    <form> action="index.html" </form>
  </body>
</html>

you need to put the action inside the form tag, as follows

<form action="index.html">
</form>
