what am i doing wrong

while_loops.swift
let numbers = [1, 2, 3, 4, 5, 6, 7, 8, 9, 10]
while index < todo.count { 
     println(todo[index])
     index++
}

Your array is called numbers not todo. So, access that by using your index variable, but declare and initialise that first.

let numbers = [1, 2, 3, 4, 5, 6, 7, 8, 9, 10]
var index: Int = 0
while index < numbers.count{
  println(numbers[index])
  index++
}
