i think here from . import views is not working properly.

urlpatterns=[ url(r,'$',views.index) ] is not working in here

newspaper/urls.py 
from django.conf.urls import url
from . import views

urlpatterns = [
   url(r,'$',views.index)
]

There should not be a comma between r and '$'

url(r,'$',views.index)  # your url
url(r'$',views.index)  # notice how the comma after r has been removed
