I used section

I used section. this is the program that didn't catch the header problem before. I've placed it everywhere. it can only go after the h2 section.

Your section is ok. You need to move the header tags back to where they need to be.

<header>
    <ul>
      <li><a href="#">About</a></li>
      <li><a href="#">Work</a></li>
      <li><a href="#">Contact</a></li>            
    </ul>
