i want know more details about the attribute inside the html tag, such as lang. does html have mandatory attributes?

for the lang attribute, if it is not defined, does it means the content inside this file can be any language?

Yes. But it's better to just set a language to your document. It's mainly for search-engines and browsers. But it's best practice to set what language your content will be in.
