If REST rests on the HTTP, does that mean others do as well? Is REST going to stay the standard, or is it the standard?

I'm not sure what to call REST, as in how it relates to HTTP. It sounds like an additional set of rules that are integrated with HTTP. What are the alternatives? Is REST the best? Will it be replaced soon?
