HTML Introduction to HTML and CSS (2016) Getting Familiar with HTML and CSS Test: Changing the Look of a Web Page

I'm trying to change the color of the header to purple.

I'm trying to change the color of the header to purple and did not know if I should do it in the HTML or CSS.

index.html
<!doctype html>
<html>
  <head>
    <link href="styles.css" rel="stylesheet">
  </head>
  <body>

    <h1>Welcome to My Web Page!</h1>

  </body>
</html>
styles.css
header{
  color:purple;
}

You have the right idea. You are just using the wrong selector in your CSS (use h1 instead of header):

h1 {
 color: purple;
}

First you didn't nest a header tag in the body element. <header></header> then select the header in the css file and you can nest the h1 in the header tag.

Stuart Wright is right too.
