inside the shout.js file write the code for an alert

inside the shout.sj file write the code for an alert dialog with the message I DID IT!

It looks like you wrote code for an alert using a sript tag, but the code and tag are overlapping. But the main issue is that the code is in the wrong file (tab).

The instructions specifically ask for the code (code only, no tags) to be written in the "shout.js" file.
