Vikas , you have an additional script tag after body. Please try this below.

<!DOCTYPE HTML>
<html>
<head>
  <meta http-equiv="Content-Type" content="text/html; charset=UTF-8">
  <title>JavaScript Basics</title>
</head>
<body>
    <script src="shout.js" alert ('I DID IT'!);> </script>
</body>
</html>

Also as a sidenote , you can do the alert within "shout.js instead of calling it the way you have done here , which is unnecessary.

[MOD: edited code block - srh]

thanks ravi brother
