Hello

in index.html you need (same as you have)

<!DOCTYPE HTML>
<html>
<head>
    <meta http-equiv="Content-Type" content="text/html; charset=UTF-8">
    <title>JavaScript Basics</title>
</head>
<body>
<script src="shout.js"></script>
</body>
</html>

and in shout.js you need as single line.

alert("I DID IT!");

make sure to save both.

in a browser, browse to index html (or use your file explorer to open it. The pop up will appear.
