Installing the DevKit

Having a issue installing the devkit. Installed Ruby but when I tried to install the devkit and I gave it a location C:\Ruby200\devkit in the cmd I get location specified cannot be found? I don't know why I'm placing the file in the proper location. Can anyone help me out I'm kinda stuck without installing this on my computer.
