Is it possible to Add annotations and markups to PDF files with Ruby on Rails?

Thanks in a advance for taking time and answering the question.

I just started learning about ruby on rails and I have this idea of making a web application where people can add annotations, markups and comments to pdf files. So I was wondering if it is possible/hard to do it with ROR or other frameworks. Any other suggestions are welcomed.
