Is the +1 always necessary?

I always got 1 is a random number between 1 and "userinput" and it changed after I looked at the solution and added the +1 at the end of the random number formula

There's certainly a chance the output could be 1, but if you "always" get 1 it sounds like the random value isn't being multiplied by the high number.
